Developer Testing Begins Early

Despite the staggered rollout, beta versions of iOS 18.1 and iPadOS 18.1 are already being released to developers for early testing. This approach is unusual, as Apple typically waits until just before public rollouts to preview follow-up updates.

This time, however, the stakes are higher. Apple needs developers to actively test and fine-tune Apple Intelligence. Stability concerns have played a significant role in the decision to hold off the AI features from the initial iOS 18 release.

“We’re trying to work out all the kinks before delivering a polished AI experience to our users,” one developer insider shared.

AI Revealed at WWDC: Expectations and Timeline

Apple officially unveiled Apple Intelligence during its Worldwide Developers Conference (WWDC) in June 2025. The company initially intended to launch AI alongside iOS 18, but the revised schedule means AI features will only become available after the new OS is fully updated.

Apple hopes to finish development by late July. In the meantime, the iOS 18.0 beta 4 has already been distributed to registered developers for feedback. As always, Apple’s major software updates will coincide with its September iPhone launch.

iPhone 16 to Ship Without AI (At First)

There is now a real possibility that the first iPhone 16 models will ship without Apple Intelligence pre-installed. These devices will require a software update in the weeks following the initial rollout to enable the new AI tools.

Apple plans to introduce the full capabilities of Apple Intelligence through incremental updates to iOS 18 across late 2024 and into mid-2025. In addition to iPhones and iPads, Apple Intelligence will become available on:

• Mac computers with Apple silicon chips (via macOS Sequoia)

• Apple Vision Pro devices (later in development, no release date announced)
